    Yes, you can go back to the Capital Wasteland after beating Point Lookout, because it wouldn't be much of an expansion if you got stuck in the swamp. But really, I would HIGHLY recommend that you get Broken Steel first; one of the biggest points for it is that it extends the level cap to 30 and gives all new perks to use. It also extends the main quest and allows you to continue playing the game after the end of the main quest, unlike how the normal version of the game ends. Many people (myself included) consider Fallout 3 to be largely incomplete without the enhancements provided by Broken Steel.
