1. A state sponsored visa isn't 'better' than an independent visa: it is simply processed sooner and you only need 100 points instead of 120. The main downside is that you must work and live in that state for at least 2 years. You get the sponsorship first and then apply for a visa in the normal way except that you apply for a subclass 176 and attach the proof of sponsorship along with everything else. 2. Sorry, don't know though it probably wouldn't hurt though if you have sufficient documented proof, it is probably unnecessary.

The only reference I've found for document deadlines is "An applicant may be requested to provide further documentation to enable his/her skills to be assessed. If this requested documentation is not received within the specified time frame – currently 35 days if the applicant lives in Australia and 49 days if the applicant lives overseas – a result will be issued based on the documentation held." but this only refers to additional documentation. I'd say that that you should get the initial documents to them within a few days to a week of making the online application.
