That is great, kids are learning how to use computers very early in life now. that is great because most kids depend on computers for school work, research, and recreation. plus the stuff that your 3 year old is on helps her learn. my cousins were on the computer at age 3. so i guess that is like the normal age now. 3-5 years old. get her some sesame street games for the computer. they are great for children her age.
