that was the whole point of the war. in spite of the fact that you have always heard that the war was fought over slavery it was not. when the country first formed they called themselves the united state s because they were 13 independent states. if you look up the word state you will find that it means country. during the years that led up to the civil war the federal government tried to impose itself on the states. some states were ok with it and some were not. so eventually the states that were not happy with the situation separated from the rest of the states to be their own country. the remaining states did not want the states to leave so they took up arms against the confederate states. so the whole war was actually fought over weather the federal government had the right to force states to do what the federal government wanted them to do.
