Mobile phones are an easy and convenient, but there are still situations where Need an extension telephone. You may need an extension of the base system or cordless phones may need an extension for a dial-up modem, fax, or a satellite connection. The most important thing you need to state is what you are going to be using it for.
If your looking for a budget laptop then i would suggest Acer.

Also Celeron processors are outdated now, so i would suggest you go for at least a dual processor.
If you intend using your laptop for gaming then you need to ensure the graphics card you get with the laptop is good enough. Remember you can upgrade CPU's but not grahphics cards on a laptop. More memory can be added to any laptop.
If it's not for gaming then you have the freedom of going for what ever you like to be honest. i would recomend windows 7 if you can get one on that platform, around 2gb RAM and a dual core processor 1.8ghz or above. If you like downloading music then make sure you aim to get a large hard disk.
