When selecting a power supply for a computer, do you need two 12 volt rails?

Why do some double-feed 12 volt rails? You take charge of 12 volts other lanes? And how is that some shows (on Newegg) and dual 12-volt, when they have 3 12 volt rails, and some are displayed as dual 12-lane only have 2 volts? And some have two 12V rails are April 12 voltage rails? They generally have less amperage in each lane. If I install a 8800 GTX, which requires 28 amps Leat 12 volt rail, and I have April 12 volt rails, this means that you will use two lanes of 12 volts if you have, say, 18 amps on each? Thank you.
