I have most of his books (but not the one you mention), and yes his recipes are pretty easy to follow. His recipe instructions are written in a very easy step-by-step manner.
I'd recommend 'Cook with Jamie' precisely because it is very basic. It is the one that followed his Fifteen series. The recipes themselves are good, but he breaks it down. The beginning of each recipe gives a bit of an overview, and then he tells you what to do.
It seems that each book has become more and more basic, so I would think that the one you mentioned would be good too.

p.s. You might like Nigella Lawson's 'Nigella Express'. It also has quite simple recipes.
