First, you keep saying it will be on the PSN, which means it will be on the PlayStation Network, not a PS2 disc. There is a difference.
Of course Sony can make PS2 software work on the PS3, just like they do with PS1 software for the PS3, and PS1 software for the PSP. That doesn't make the PS3 backward compatible. If I can play an existing PS2 game disc on my PS3 (which I can, becuase I have a BC PS3), then my PS3 is backward compatible. If I have to buy the game again in a digital format, that has been adjusted to play on the PS3 software, then that is not backward compatible. You could make the PS2 play PS3 games if you changed the coding. That wouldn't make the PS2 foreward compatible. That would mean a game has been modified to play on the PS2. Same holds true for a PS2 game playing on the PS3 that is now a digital download, no disc required, game.
Eventually, they will start putting PS2 games on the PSN Store to make money, like they are with the PS1 games. Problem is, the PS2 is still selling well, so at this point, there is no reason to put PS2 games on the PSN Store, especially since that means you would have to buy a PS2 (if you don't already have one), which is more money for Sony.
If Nintendo re-programmed Mario Bros. and sold it on PSN, that wouldn't make the PS3 able to play Nintendo games, it would make it able to play that one game modified for the PS3. Same holds true for PS2 games. Because it has been modified to play on the PS3 (all PS3s, not just BC ones), that doesn't mean the PS3 is now backward compatible. It means the game has been modified to play on the PS3.
