Cablecard works well when it works. Sometimes is can be pretty hard to get working correctly, mostly on the part of the cable companies or their technicians being under-trained for the technology, and possible undisclosed policy to make it "hard" for consumers.
I know, based on other users experience, of getting TiVos and cablecards to work, not my own. I don't know any experiences with the Cablecard OCUR tuner you are pondering.
The cable card isn't an entitlement to premium channels, or any channels for that matter. It just gives your cablecard capable tuners the ability to tune and decode those channels you subscribe to. Meaning, in addition to the $2 card rental fee, you pay all other subscription costs separately to get the channels/packages you want; the same as you would with a provider's box.
